full tilt poker echeck deposit - extra fee?

So when I deposited in the past with my debit/credit card, I would get an additional 3% "international transaction fee" from my bank (Sovereign Bank) since it was an out of country payment. I heard that if you deposit by echeck, there is no fee of this kind and it is solely the amount you specify for deposit. Can someone confirm this for me? Does it vary by bank or what?

no fee for instacheck
$3 flat fee for Debit/Credit for EFT/Foriegn Exchange fee
