Not really my area of expertise so I'm a bit vague on how this works. I am under the impression that in the Netherlands, for example, all you need is for the site to demonstrate net winnings. I believe that this is what we've been told from a licensing perspective.

I talked about this a bit before in the thread (

The short version is that I think it's important for players to be able to look through hand histories to demonstrate collusion when the site isn't doing their job and looking for it themselves. I think that the vast majority of sites fall into that category, at least a little bit.
We aren't going to fall into that category though, and we're going to be proactive about finding colluders. If any player suspects their opponents were up to something, they can send us the time and day that it happened and we can figure it out from there - we don't need the hand histories from the player.
