Let's say he's exposing his hand at the beginning of the betting round so all players have the same information for that betting round.

Does it really matter if you can find a situation where an objectionable action doesn't cause any harm?
But I'm amused by the thought of UTG sitting there, waiting for BU to finish his drink order because he has to wait for BU to show his hand to the table.
