what is the standard protocol for this situation.

it is 3 handed on the flop. i am dealing. first to act bets, second to act calls... and then i burn and turn... before the last to act has a chance to decide. what do we do?

'Standard procedure' is to put the early Turn card off to the side. It does not play.
Complete the Flop betting action.
Burn and turn, putting out what would have been the River card as the new Turn card.
Turn action. Make sure it is complete.
Add early Turn card that you put off to the side to the stub of the deck, shuffle it, cut, do not burn, put out River card.

Correct.

The idea behind this is to minimize the effect on the hand. You're putting the correct river card on the turn and making it possible for the misdealt turn card to show back up on the river.

And it's not a misdeal.
It's an early burn and turn.
Stop that, it's about the worst mistake a dealer can make.
