This couldn't be further from the truth. Ensuring the game is square is everyone's responsibility. Keeping quiet about it is tacitly approving of him cheating, and I don't know about you, but I don't want to play with cheaters. If you allow him to cheat someone else, then you don't have much room to stand on when he cheats you.
