There is a Flush jackpot at a local BM , there has to be a minimum of $20.00 in pot. If there is $13.00 and I player bets $300.00 into 4 players, and thy all fold , does the $300.00 get counted in the pot ?

Usually, no. Just as uncalled bets are not [should not be] raked.

Uncalled bet is not part of that pot in any casino I've ever worked in.

Not part of the pot ldo, but explain this jackpot. Seems like flushes are pretty common.

If you bet $4 and one person calls, the $21 in the pot qualifies.
