There is a Flush jackpot at a local BM , there has to be a minimum of $20.00 in pot. If there is $13.00 and I player bets $300.00 into 4 players, and thy all fold , does the $300.00 get counted in the pot ?

Usually, no. Just as uncalled bets are not [should not be] raked.
