I don't even think this is room-dependent. It depends on which floor supervisor comes over when someone tries this angle.

It should be a call every time.

I was once asked to leave a home game because I kept trying to explain that you can't do the "I'll call your x and raise you y" but they insisted that was how poker was played.

If I am called to the table and it's an obvious noobie player at the lowest stakes game and it hasn't caused any problems with action behind, I will allow the raise and give him a warning that next time it will be a call.

but what about when they try to bet more than what the guy has at the table to "buy the pot" by pulling two fists of 80k out?

Seeing a bet is just seeing a bet but it depends on what some other people think about it. If you say you see his hand, it should be considered a call or otherwise you need to declare his hand. But again, it isn't up to you.

I think the problem isn’t so much saying “I see your bet”. I think the problem is the compound sentence with numbers and also throwing in chips at the same time, oftentimes making an illegal raise.

“I’ll see your 20,” throwing in 20, “and raise it 30 more,” throwing in 30.

Also notice saying “see it” to call a bet.

I’m guessing that this expression used to be more popular and now has fallen out of use in casinos because it makes you appear to be inexperienced. Also procedure teaches dealers to use the word “call” to verify action. It’s sort of how in America, we say fold, and in the UK they say pass. I’m sure that if you say “pass” in an American casino, that would still be verbally binding.

Pass is a fold in both England and the US. Albeit is much less common in the US than 20 years ago.

No, but it's still not called a fold, it's called checking out. And if the dealer is doing his job, it's followed by a warning not to do that anymore.
