UTG has $5 in front of him as first to act. Action gets to someone later in the hand, and they ask the dealer if the UTG bet is a straddle or a regular raise. Can the dealer answer this question?

It (if it is a $5 and not 5 $1s) could even be a limp that the dealer hasn't given change for yet.

So, I would say yes, the dealer should clarify the action when asked.

Yes. Even if it were 5 $1's it makes a difference whether it's a raise or straddle.

Dealer not only can, but should, clarify.

Dealer can, and should, announce "straddle" multiple times as the cards are dealt.

Dealer can, but shouldn't, call anyone who didn't hear the announcement due to headphone-related impairment a ****ing idiot.

Players, however, upon finding that yet another person wasn't paying attention and was shocked to learn of the straddle, after dealer correctly announced the straddle, should sarcastically commiserate with the dealer and say something like, 'If only there were some way you could have let the players know that there was a straddle!'

I always thought they could, was told by one dealer (club game so not a lot of quality control) that he's supposed to announce the straddle once and then just say that the action is $5. Seemed wrong to me too.

Questions about the action for this betting round are fine.
However on the flop if someone asks if there had been a straddle the dealer shouldn't tell them just like they shouldn't tell them who the preflop raiser or how much the prflop raise was was on later streets. (If their is a genuine issue like the player is asking why they didn't get change for their $5 chip that is a different issue and its not unreasonable for the dealer to point out that the bet had been $5).
