In the hand in this thread, the player made the claim while pretending to think that action was closed and they were at showdown, a point in time that making a false declaration is against the rules.

That's a bit misleading. The undisputed fact is the action was not yet closed - something a person facing a bet would know. Until the action is closed, it's all just table talk.
