SolForge attacked this fractional balancing problem early in their design process by doubling all numbers that ran along the health vector. For example, in Hearthsone, you would have 60 starting HP, Chillwind Yeti would be 8/10, Goldshire Footman would be 2/4, etc. Then the game designers would have more wiggle room to tweak cards, like for instance, making Goldshire Footman 2/5, lessening the likelihood of having the "crap to OP" transition.
