Zach's decision to cut off communication, play the victim card, and explain how he can't be held legally responsible (due to mental illness, jurisdiction, cost of attorney, etc) make it pretty clear what his motivations are.
He received 16,000 in money that he didn't expect and doesn't want to part with all of it.
Maybe there is some chance that he is using the money for some tax issue, and maybe there is some chance that he is down on his luck and really needs the money, but, regardless of the reasons why, he is stealing it.
Your attempt to make Tomas feel bad by talking about Zach's situation and then calling him a monster speaks to your character.
