I'd just shove, be a more difficult spot if he was deeper.

No not at all. Think about his range for limping and then raising this dry flop. We are behind 22/44/JJ/AJ but the last two are pretty unlikely without a preflop raise. We are well ahead of J9, JT, QJ, and he also might be raising a bunch of QcTc like hands here as a semibluff. He won't fold anything that's ahead of us but he'll call a lot of hands behind us.
