Ok for example if you had 10BB with the A,8 and A,9 are you shoving in both those situations?

with Antes for sure

if there are no Antes and its 9handed i fold ace rag from UTG but A8+ should still be a +EV shove

Shove all 4.

He could've been short because of losing an all-in.

Like others have said, don't let yourself blind down this low - you should be shoving earlier, if that's the case.

Get the money in on all of these hands though.
