co has limp/folded at least once before...seems like hes very lost do we have enough to shove here

depends how many hands he is playing over all and whether he has been raising at all. he might be limping his whole range, which might not be all that wide! if he's limping a lot we can shove this for value, but without further reads i probably fold. i don't think we have much FE either way.

every hand hes played he limped so far..if we stove this do we just make BB a random hand and the limper like 22+ A2s+ A2o+ KTs+ KJo+ QJs QJo JTs ?

no because BB will only call his topx%, so you just stove against the perceived range of CO, weigh that with 90%, and then make a 3way pot with BB having top10% of hands and weigh that with 10% and end up at your final equity ... assuming CO always calls... if not, you obv have to add in fold equity etc etc
