Is this the correct play?

The first one with 66 is a shove.

The second, dont shove 33 with 16 bbs because you can wait for better and are only getting called dominated or racing. To gain 1.5bbs it isnt worth it. I may limp.

I sigh and fold 33 there. Don't think we really have enough implied odds to setmine with 16bbs. If antes were in play I'm more inclined to shove than fold.
