This is just an example of a spot where i'm always clueless. If this is a fold/call, how deep do effective stacks have to be for it to be so? Can you play this hand for anything other than set mining value oop vs an MP iso in early game?

I would open-raise. Limping here screams middle pair. I almost never open-limp UTG, though. Someone trickier than me might explain the benefits. A reraise is villain and position dependent, but usually a fold.

As played, I think it is probably a call, but close. Not getting quite the right odds to set-mine (I use 15 to 1 as a general rule unless you KNOW villain is going to stack off), but 99 does have some value outside of sets. You just have to be very good post flop to find it oop and without the initiative.

I raise pre and fold now. Stacks aren't deep enough for me to set mine and playing 99 oop in this spot is no good.
