heads-up tournament rules

Can anyone explain the blinds in heads-up tournament play. When heads-up starts is the button with the small or big blind and also, after the small blind acts, does the big blind act first after the flop?

A. The Small Blind is the button
B. The Small Blind acts first pre-flop
C. Postflop, the BB acts first.
