Only hand that beats you is 98, 84 and hes range includes many many more hands than that.

So you put him on exactly 98? That's the only hand that beats you, he doesn't limp 84s utg imo. He has sets/two pairs enough here for a call to be good, the only question is whether to push or just smoothcall iyam.

I'm nitty, so i think just a call is in order.

Uhm don't know what buyin this is, but you're beat by 89 and 48... how does villain ever call UTG with either of those? I get it in and get called by a strangly played set or AQ/JQ.

84 is very very unlikely, but randoms love their sooted connectors from any position so we cannot rule out 98s

Feels like this sentence is saying two things. Villain is bad, and villain is good. Make up your mind. If you think villain are bad enough to limp 84 UTG, why do we think he would raise turn with a set with a straight draw? Bad players love slowplaying.

I would not fold there. I doubt utg has 89. I might expect to see QT-AQ, Q5s-Q7s or maybe a set to be raising you... so shove away.
