standard? Pretty sure this is a clear flat or fold vs a random villain in a $26, correct?

If you feel comfortable getting it in on a q or k high flop, I think you have the odds to flat. If you're nervous about doing this, just fold. I see no reason to 4 bet when you have a pretty hand in position.

I can never fold here. I see people 3 betting QTs, A6 etc and even if i know he is never light i'd still call. I'll also very rarely 4 bet here with this stack sizes.

Its a small raise + Your somewhat deep + Your IP

Maybe not any one of these but all 3 of them together seem go enough reason to call.

it's not just about the fact hero is getting 3/1 it's more to do with the fact there will be a spr of 3 when he calls so can't fold top pair, if he's right stacking off with top pair he's also going to have to get it in on J9x flops, so he has some rio

there was certainly a time when folding pre was right (bc small 3bets were the nuts 100% of the time). Now everyone sizes stuff small, often even when deep because they've seen sickos make small 3bets so I don't think you can read as much into the sizing (if anything I'd discount AK/AQ/JJ/TT type hands a bit). I would call.
