What better is folding and what worse are calling?

By shoving in turn you show great strength, so I would be surprised a bit if he did not have you beat when he called. If your opponent is fishy and overplays a lot of small pairs etc, then you can shove, but any decent opponent should not call here with worse.

You only get calls from anyone decent that hit 10 and think they might be ahead, and then again, probably only from A10, Q10 and J10 or so. Even Q10 / J10 of those might have folded after turn shove.

But if you knew opponent was bad, then he could call with flush draws, small pairs, well, pretty much with anything and then your range is good for shoving. Exactly the kind of spot that changes totally depending on your opponent.
