What do you make of these situations in small stakes MTTs when the Button makes a raise instead of a shove?

The BB is a nit and the Bu seems ok playing 25/15 has been active he raised the hand before in the CO is this a standard resteal spot?

    I wouldn't call this a standard resteal spot in that your stack is a little short for resteals. Your hand is pretty strong though, and if V is opening every btn then you are definitely ahead of his range. However, if he's shoved the past couple btn's and gotten folds, then all of a sudden makes it ~2.5x, that would set some alarm bells off for me. His standard steal was a shove and now he's just opening, makes it seem like he wants action or is trying to induce.
