Agreed with Puzo, 3bet to 3.7k is a good play. You should be playing more aggressively with 25BB because your stack in relation to other's at the tables is fairly high, and even moreso OTB. It's a little unfortunate that the preflop raiser is one of two other decent sized stacks at the table.

You could also flat IP to trap and pot control preflop knowing that you're pretty far ahead his opening range, knowing that you are looking to gii (eventually) on most board run-outs with this hand. And in any case with flatting if you are fairly certain and have a good read that he has an AA or a KK you can fold if you are seriously that scared OTB although I wouldn't recommend it.

He seems to be a tight player but there is a small sample size and even if 4% PFR is accurate QQ is ahead of that range.

I personally would flat and play poker IP, but 3betting looking to gii preflop is fine too.
