That would be at the bottom of my range and is iffy to me, especially since he played back at you from the SB. If you observed that he was loose and capable of making moves or maybe just took a beat(esp from you), easy call. Otherwise, vs an unknown or average player the chances of domination are about 4.5% of possible hands preflop (TT+, AJs+, AJo+). But there are many hands that you are vulnerable to that an avg or unknown player may shove with where you are about a coinflip or 60/40 to win(22-99, KJs+, KQo) or 5.1% of hands. Also, he may have shoved with a weaker A that you crush or tie with(A5s-ATs, A7o-ATo)or 4%. If he pushes with all ace-rags, it would be a call, but I think an average by the book player with 20 BB's won't shove on you with A5o or A2s from the SB. If he shoved from the BB, I would more likely call, but here I would fold ATo and wait for a better chance later. My range vs a SB shove would be AJ+, 77+. vs a BB shove A9+, 55+. Vs known nit I usually stick with AQ, 99 regardless.

With those stacks I probably open shove readless, r/f if they were nitty over a decent sample and r/c if they're good/capable of restealing as light as they should. I don't like r/c much lighter than AT unless they're super nutso
