Because some people will fold "weaker" hands to a shove but might call a flop bet. Once they call the flop bet they usually also call the turn bet because potodds are way better both times.

by open shoving the flop you can't really get called by worst, such as draws... if you bet half pot is better because you will give them intitative to reraise you with an A of clubs...
