I'd just shove pre.

If your small bet was to induce a raise and you had stats on the guy then WP. But after he raises I'd just stick it in. The pot is going to be nearly twice the size of your stack and he's rarely folding. Normally I'd lead out for at least 2/3 because there's broadway cards and SD's and either it hit the villain or it didn't.

As played just jam the turn. There's too much money in the pot to do anything else.

this short i see no reason to not ship flop

if you get to the turn you cant do anything but shove, they still call with KQ sometimes

jam turn, villain shouldn't be reraising with qj and u should have some indication whether the player is that tricky already (if the player is that tricky then maybe u 3bet flop), if they have an overset oh well, unavoidable cooler, if they have a str8 u have outs, u can't give them a free card with flush and str8 draws

im ok with flatting the reraise pre because we want to keep most hands around
