villian starts tight but at this time he starts to get looser

If you could define your read better that would help. Like he gets looser this particular hand, or what? If he's been playing back, I don't think a 4bet to say ~1750 is bad here preflop, kinda sucks because I would folding to a 5bet then, and we are OOP in a 4bet pot, but it should usually take it down. I don't mind a c/c on this flop, people don't usually double barrel bluff in 3bet pots so calling a flop bet and folding to further action is ok imo.
