Raise if you think he will float or call with mediocre hands, call if you don't think so and pray opponent hits a card so you can get more chips out of them.

Yeah, just call him, hope he goes crazy. You really should be betting this some of the time but if they're just going to give up then I can see calling.

As played, I don't mind the raise. Flop doesn't look like one that should have hit you often (or anyone) so this is exactly the kind of flop that a pfr might (should) get stubborn on. I even like the sizing cuz that's about where I'd go when I c/r bluff this flop.

c/c is good too, maybe slightly better readless and with no history but you're gonna need to figure out how to build a pot at some point.
