Well, I'd discount JJ, since you have that. If he's got QQ-AA he'll call and you're likely done. If he's got AK or AQ he's probably calling and you have to survive a coin flip. If he's got AJ or worse, or TT or worse, he may call and you've got the better of it.
Still, given our M and having JJ, I'd have to have a read that the villain was a super nit to fold this here, which is pretty much never the case, and since a 3 bet commits us, I shove.
Shove. Your stack can't wait out much longer with 16BB's. A 21/12 probably opens something like 88+, AJo+ from UTG. (I'm guestimating, you can check with pokerstove; top 6% of hands is like TT+/AK ~ 45 combos, so i'd imagine 12% to be 88+/AJ ~95 combos.)
Realize he has 17BB's, so he should not be opening and folding many hands to a 3 bet. Thus, you should probably fold AJ/88 here, as that would be at the bottom of his opening range. Hands like AQ/99 would then become the breakeven mark against his range, and I'd likely get it in with these too as the aggressor, happily flipping with my 16BB stack.
This, seriously.. he doesn't even have ubernitty stats. Stick it in and be happy about it unless you have some superduper read you're not telling us about.
Poker is a game of variance. Make the most optimal play for each hand, do not worry about those times you get called when you are behind or the times your opponent gets lucky and beats you.
