I honestly don't know what to do in this situation. I can do a small raise here and can easily get dominated by villains who call with AJo+,KQo+ or even worse get reraised.

Now I'm faced with this situation on the river, I have no reads on anyone. What could I've done instead?

and as played im prob not folding cause u have top set

ship pre is fine, as is 3xing as long as you never fold.

As played folding the river would be ridiculous

raise pre, bet flop, etc.
as played never fold river for like 1/2 pot, he plays 2pr, TPTK, or whatever the same.

Raise 3x pre, shoving is ok but meh. Bet flop, or raise the turn. Call river as your opponents is representing a fairly narrow range and its a 2$ tournament and thus players will make all sorts of strange plays.

you start the hand with TT and 13 bb's you have flopped top set and you still have chips behind on the river and are contemplating folding

Shove this pre. As played...u shouldnt be having to make a river decision with top set and 10bbs. Raise flop shove turn etc

I don't like the pre flop and the flop play.

I'd raise pre flop and put a big bet on the flop.

you have so few chips, just go all in preflop or on the flop and somebody might call.
