absolutely.
The fact that the board is so dry means that villain is never raising a flop c-bet with a draw so we have to bet fold which of itself isn't necessarily a disaster unless you consider the times that he will bet worse if checked to and fold to a jam meaning we win a bigger pot when he bet folds than when he folds to a c-bet.
Also we generally have >25% equity when he calls our check jam unless he has a set and he is probably more likely to fold 55-88 to a check raise than he is to a c-bet which he peels with pretty much 100% of the time.
