Q1:I cap preflop for value and keeping initiative on HU pot. your thought?

Q2:Is river bluff mandatory?

Someone 3betting your UTG raise from the BB who has been quite tight over a smallish sample... I'd just call here (as I would probably my whole range in this particular spot against this player). The board came out pretty good for your hand and you're asking about turning your hand into a bluff... just check and lose.

Even if his 3bet% is 14 it propably is much lower when in the BB against an UTG raiser. Ok Nchabazam already pointed that out. But since we capped pre can we bet the river to make him fold AK or AQ? What about if the river is a J or K? Anyone betting those cards?

I don't think people are laying down AK here. Maybe AQ, but that's pretty marginal.
If the river is a K pairs might fold, because you're representing JJ+,AK here.
Even then you should know if villain is a smart thinking player, or someone that's taking any pair to showdown imo.

No one is folding a better hand, trying to get them to fold ak is a mistake

Once anyone gets to this river they are calling no matter what with anything that beats AQ. I'd expect to get called by any A no matter what the river is.

"Bluffing" this river is awful. A better question is would have been should you value bet AQ on the river
