Without any extra info on the types of hands he's been capping, I think it's a clear fold on the turn, and I can sometimes find a fold on the flop. The only villain hands that you're beating here (even giving him a very wide capping range) would be KQ and maybe something like A7s/A8s. By calling on the turn you're basically committing yourself to putting in 2 BB in a situation where you're behind most of the time, and even if you spike an ace you can't really raise the river since you open yourself up to having to call a 3-bet from a stronger ace.

The flop I think is closer. If you make that ten a queen I fold there 95% of the time. As it is, your BD straight draw and the fact that your opponent description is tilty and super LAG, I guess a call isn't terrible. Keep in mind though that the read on your opponent also makes it pretty certain that you're not getting any free cards and you're going to have a hard time knowing where your hand is at even if you improve.
