In rural East Africa it is the job of women to carry water to the village. They often have to carry it for miles from the nearest well. Comparing them to a salaried American delivery man (a white one, in the picture posted) who only has to hump a water container from a truck into an office building is fairly clearly meant to indicate contempt for African women and is an instance of the usual American plantation mentality.
