Break or not to break is one of the most difficult decisions in 2-7 triple draw.
You wanna have notes on your opp, which specifically tells you, if the player is capable to break the hand, is he forcing you to break the hand with 9-8 or 9-7, if he often breaks his hand, when failes to make you break the hand, etc.

There are some players against who you might not break No. 9, and some, against who it's an easy break. Having no specific reads, i would break the hand at those stakes, since you always will be beat at least by a 1 player. Notice, that UTG player is passive, since he only limps his 2 card draw, and now is leading-3betting (leading is awful here by the way), but there is no way he is doing it with a worse 8. Notice, that you block an extra 8.

You are getting (0.13 odds if BTN calls (0.40/3.05), and 0.16 if BTN caps (0.60/3.65), and most of the time will have ~6 outs out of 45 unseen cards (6/45 = 0,13). Plus you will have some implied odds. Note that 6 outs is only a rough approximation without any scientific evidence here, and actually i would seriously consider folding 87652 at those stakes. All in all, in your given example you will not win or lose money in the long run, it is very close.
