To start, let me say that I have not been to Pechanga for some time now. However, when I did go regularly, there were too many horrible rulings by the floor and they must have known it because they usually refused to answer any questions about it.
As for the dealers, in general they either cannot or will not control the game. I have had similar issues at Commerce and other places where most dealers do not speak English very well. My guess is that they don't want to be confrontational when they might not be understood.
As a perfect example, this is what happened the final time I was there:
Three handed no limit, two other players in the pot besides myself. I make a big bet, player 2 is thinking and player 3 folds out of position. Now, I normally do not make a stink about a fold out of position but in this particular situation it is a seriously poor mistake. After the hand I ask the player to wait his turn, he gives me some kind of attitude. I then look for the dealer to put him in his place and she won't. I call the floor and they basically shrug it off.
Of course once this idiot knows he did something that irritates me and gets no word from the floor or dealer, he does it again in the next situation he can. Different dealer, same outcome, except I didn't bother to call the useless floor, I just left after the hand.
Rulings are rulings but when a player is out of line the dealer needs to control the **** game and the floor needs to make a ruling and explain it. As a general rule, they do at Oceans, which is where I have been playing ever since.
