This has been going on for years at Mohegan and Foxwoods for snow storms.
When casinos opened in Detroit auto workers union (UAW) got into the casino game. They expanded across the country including to Mohegan and Woods. It basically gives the casino employees the ability to call in any day they want without it adversely affecting their jobs. (obv with limitis). Since many have kids with snow days, fellow friends taking the day off too, or just don't want the hassle of being kept 12 hours instead of 8, MANY call in.
Often the casino will give them rooms and food if they work. (Not always.)
Tough spot. Unlike the local rooms it is hard for them to simply close. If someone traveled to the casino and is in the hotel for the week they can't just end services. MANY restaurants close, but bare minimums are kept in place.
