In most of the BBJ's that I have heard of, something like 10-20% goes towards maintenance of the BBJ. Advertising, overhead, etc. In other words its another way of generating income/business for the casino.
Another 20% goes towards starting the next BBJ in many places (and I think FW as well). This is like the "rock" in LHE games that you "win" but keeps getting put back into play.
I don't mind BBJ's after all is said and done because IMO it brings truly awful players into the games and they will play even worse than usual (any two cards that can turn into a bad beat hand).
