Got the same answer from a dealer on Tuesday so the betting line on the table is a 'suggestion' only. Forward action constitutes a bet and you are allowed to cut out a bet up to the amount of chips in your hand (this is standard).
An rule of note I came across is that betting is not re-opened unless a full raise is made eg player A raise to 10, B calls, C raises to 55, A calls, B goes all-in for 95, Player C can not then raise. Maybe this is standard? I've mostly played in games where half the raise re-opens the pot I'm pretty sure..
