Not sure about resurrecting anything... but, in limit games, having chips that "play easy" makes the game more fun. Waiting for the dealers to make change for 3-5 bets each street, not only slows the game down, but also causes extraneous fills (further slowing the game down).
I think this is at least part of the reason that the Borg's the 6-12 died out.
The number chips in play, along with the carefree attitude that accompanied them, was a big part of the reason that Pink rose in popularity back in the old days at the Trop. Bellagio's "all blue" 4-8 game remains popular to this day.
Color and number of chips do more to stimulate action, than they do to deter noobs. It's definitely +EV.
As for resurrecting limit poker in general... not until the new fish collectively figure out that they will eventually go bust, if they keep playing that game. The popularity of NL has seemed to level off, but IMO, it's a long way from decline. Surprisingly, limit has enjoyed some resurrection over the last two years.
The Borg has had a lot to do with that.
