3xing it pre isn't really a good play. Either 2x it (or maybe 2.2x) or jam pre. With stacks behind I generally jam.

After the flop, of course it is a cooler / bad beat.

I think alot of regs just fold their bottom range to a 3x raise and jam the good top of their range because they know they get max value from a 3x raiser. At my tables I am badly beaten vs 3x preflop ranges if I don t tighten my range because although people 3x with worse hands also...the bulk of their 3x range is still nutted.
I am a little bit fishy so I might be wrong but still...it would be nice to hear the veterans opinions on that.

My point is that I would never 3x...it seems to give hints about the strength of the hand.

3x pre utg with your stack size is just giving away chips. Other than that you got it in with a set and got rivered, it happens... Welcome to tournament poker.

I like a 2x pre-flop here and a flop c-bet here.

Min raise pre and cbet the flop.
You want to start getting value straight away and if you bet flop you can rip turn easily because you will set up stack sizes.

If this is your standard open at less than 20bb's, then make a change to minr or at most 2.5bb. I would rather shove than make a 3bb (1/5 of your stack) open. 3bb opens at <20bb stack is just telling opponents you're committed, and they'll only play with the tops of their ranges.
In this instance, you're not giving the hand up no matter what, I think, so it's just a cooler. You're not folding to a 3b pre, and on the flop you can't and shouldn't get away from it.
