I don't think that is true. I think when you set up an account you need to verify your info with Lock before making any withdrawals.
Anyone who is unsure whether or not their account is verified, just send an email to Lock support. I did this two days ago because I wasn't sure if I was verified, and I received an email within a day saying I was verified.
Better to do this now then to wait until you're going to cash-out and then come on here and b**** and complain about how slow the process is.
