No, this is just silly, and kinda makes the rest of your post irrelevant. There isn't a poker room in the country where this is allowed, and I've never ever seen a player who's spent more than 10 hours in a poker room do this. If you start the sentence with 'I call' they're gonna hold you to that.

Call is binding. The rest is irrelevant, so the punk shouldn't owe anything.

And fire that dealer. Just horrible decisions on his part to not only throw the 1st allin button, but the second too and then without hearing anything burn and finish the baord? Good gosh that is soooooo bad.

I think it's a tough spot because the punk kid never called the extra 140. However, he had ample time to object to the all in buttons, and if he won the hand he wouldn't be saying "Wait ! I never went all in, take that 140 back !"
Since he's trying to get a freeroll, and he didn't object to the all in buttons, I rule that he owes the 140.

They can't make him to put money in the pot, so there's only one solution:

* Pay up or get period of ban for angle shooting.
