I think it's pretty obvious they don't allow deals to avoid the perception of collusion, Imagine how it looks to a fish when every time they bust, the 2 regs in their game just click make a deal, chop, and end it. 1000000 comments on spins being rigged / etc., just a super bad look and it's their huge money maker atm they want it to see as random, short, and fun as possible to the fish, not have them seeing trends of cartels of dumb regs chopping post-fish bustout in 8/10 of their games
