You should re-read the FAQ explaining how the charts work. The numbers are the minimum stack depth, not maximum. So it says you can shove it once you have < 20+bb if you're playing push/fold. The + is just because the number is higher than 20bb, but they didn't bother right it because playing push/fold deep is awful. So if a hand has 13bb it means that if you're playing push/fold, pushing > open-folding 13bb and all shallower depths.

People still use Nash charts. They're still really useful. It's just that they model pure push/fold play, which applies only very shallow. The SB chart starts getting really useful ~5-6bb and shallower, and the BB chart is good starting ~8bb and shallower (though that's villain dependent).
