I play $2.20 hyper turbos and occasionally I will play an opponent who is just having fun/playing crazy. Sometime they shove every single hand or some other absurd betting line.

I recently played one of these players who followed a very unusual strategy.

In position he played straight forward preflop poker.

However, OOP he would shove over every single raise I made and play normally if I limped (although sometimes he still shoved here).

I am wondering what hand strength I need to make a raise with KNOWING my opponent will shove every hand. He made a shove like this around 5 times so it is possible it is an unusual sample.

I ended up raising with K9s and getting it all in.

you need to calculate pot odds and range which has equity to call jam.
like 20bb it will be 20bb-2bb/40bb = 45% (amount you need to call / total pot), than you calculate range which has that equity in some software like pokerstrategy equilab, its free.
so you can raise/call all hands which has more than 45% equity vs your opponents range.
But keep in mind that if you can raise/call hand its not auto raise/call. it will be better to limp hands which do poorly vs jams, like if hand has 47% equity vs his shoving range, it just means you should call jam if he shoves, that doesnt mean that it will be better than limping. Do some equity work, see how hands perform vs his jaming range and get it in with better hands and limp rest.
btw K9s will be ok to get it in versus very loose range
