I bet never ever 2/3 potsize. Reason: You look like what you has, TT+. I make it 120 maybe 140 maximum to give villain the self-confidence to raise his flopped pair, straight or even gives him the room to bluff. If you have more reads on villain you can try to check-raise , this looks very weird as well and leads to bad plays from many villains

I think u should bet as any other hand u play against him when u second barrel, i mean, most of the time i try to balance my lines. If your normal bet on flop is 2/3, ok it's fine, but i very rare bet this big, especially on this dry board.

Go full exploitable. 160/240 does seem a bit less scary but w/e. You don't really need to balance your 3bet cbet sizing, and this board will either hit villain or not. Villain will call K7 as much as A9 pretty much regardless of sizing imo.

I'd bet turn close to half pot.

2/3 pot is ok for me

And you are going for AI at most rivers (without 3,5,8)
