I don't really think that that's such a bad thing in general, and the only solution I can think of would be to force people to provide ID/utility bill/whatever whenever they set up an account or change their loc, which seems totally not worth it. In the very specific case when FTP has just changed someone's name, it's pretty lame to also change locations, but that just seems like such a specific policy for such a rare situation that usually amounts to nothing, so I just don't care.
Obviously IHJ is a huge douche for changing his loc. There's no way he just randomly decided to change his loc right after his SN change because he just likes Japan or whatever he said. He wanted to look like some random fish as best he could in spite of the e-mail. Obviously the guy was already a huge douche for choosing a douchey screen name to piss people off.
I wish people weren't so easily offended so sites didn't have to make screen name changes in spots like this. But, whatever, people are easily offended.
The correct thing for FTP to do was to make him change his screen name to something like FormerlyIHJ or IHJNewSN or whatever. That just seems really really obvious. They could even be super cool and give the guy an avatar that makes it clear. They shouldn't be rewarding people who make douchy screen names by letting them have a new semi-anonymous SN of their choosing.
But, I mean, the fact that they apparently sent out e-mails to affected players (this actually happened, right?) shows that they at least get that there's a problem here that's worth solving. I don't *think* that Stars even does that. It's obviously insufficient because it puts the onus on the players to read the e-mail, remember what they read, etc and because the e-mail only goes out to people who've played against him, whereas obviously people (especially HS HU limit players) have reputations with people that they've never played. But at least they're showing that they recognize the problem, and so maybe after this screw up, they'll get it right.
