Hero just sat at this table this is my second hand that I've been dealt.
Hero opens Td9d Utg2 $12
Folds to Btn foreign man on vacay calls (150 eff) heads up to the flop.
Flop (24) 953d hero bets 15 and V calls.
Turn (54) 7dd hero?
Is this a standard bet spot? I guess my thoughts were I want some TP hands in my checking range on the turn and this hand seems ok to do it w...

Don't open T9s in EP with no reads. You have no idea what his preflop and flop calling ranges are yet, so the turn play is guess work.

As played, you bet the flop, the turn helped your hand, probably didn't help the villain and a bet might get a better 9X hand to fold. I would favor betting again, but not hugely. Check/evaluate and call a reasonable bet is also a decent line here.

Don't raise t9 UTG. Out of position.

I'd Cbet the flop and turn as well.

New to table, no reads, raising T9s in early position isn't great. And sizing isn't great. $12 in a $1/3 is a little small, too. Not sure if it matters all that much, but when I play $1/3, I tend to default to $15 as standard open.
As played, OTT, bet. Your hand improved, and there are a lot of river cards that will be scary, esp any non diamond A, K, Q, J.
