I think villain played this really well. Checked flop with what appears to be nothing, bet either a draw or bluffing the draw, when river is the worst card possible for a bluff, he gave up.
Entirely possible, although I didn’t think a tight Reg would try to Blast our hero off his hand with just a draw. Hero has plenty of 99/j9/jj here given preflop action.
It feels more like V checks very dry board with TPTK and checks hoping H would stab. Then he x r when H in fact stabs turn.

V may well check river with the stone nuts hoping H will stab Jx like he did on the turn. If so it’s just a cooler and I still like H line.
