No one's answered your question with a level number because
this isn't a level issue. It is a psychology issue. Again, as I said above, level X thinkers refers
only to how people are thinking about holdings, not to "how good you are overall." I've seen some horrible spew-monkeys get in to leveling wars with each other.
As far as the psych issue of what you call it when you are getting sub-optimal pre-flop holdings, I don't think it matters if you call that card dead, as long as you don't let being card dead tilt you. If you are prone to tilt (most often boredom tilt) when you aren't seeing good cards, than tagging that issue some other way mentally is probably a good idea.
